Usage
What is a runoff? Runoff is liquid, especially water or rainwater, that flows off or drains away, as in The storm sewer could not hold all the runoff from the recent rains. This sense of runoff is often used in the context of environmental science. It often refers to water that flows into streams or back into the water supply rather than seeping into the ground. For example, when farm crops are watered, any water that is not absorbed into the ground and drains away instead is runoff. This term comes from the verb phrase run off, which can mean to drain or flow away, as in The wastewater runs off into the stream. An unrelated but also common meaning of runoff refers to a competition that determines a final winner after earlier contests have narrowed down the competitors. Similarly, it can refer to a contest held to determine a winner when the initial contest did not produce one, such as when two people tie. This sense of the word is especially used in the context of political elections. For example, a place may hold an election that features five candidates. After the election, the lowest vote-getter is removed and another election is held with the remaining candidates. This process is repeated until only two candidates are left. This final election, which finally decides the winner, is called a runoff. Less commonly, the verb run off can mean to decide a winner through a runoff, as in The final contest will be run off at the end of the month. Example: Due to the use of pesticides in many industrial farms, runoff becomes a major concern for local water supplies.

Leaked Agricultural Research Service memo contains a sweeping list of banned words, including “climate,” “affordable housing,” and “safe drinking water.”
U.S. Senator Ron Wyden, D-Ore., and U.S. Representatives Chellie Pingree, D-Maine, Andrea Salinas, D-Ore., and Jill Tokuda, D-Hawai’i, warned the United States Department of Agriculture (USDA) that Donald Trump’s politically motivated list of banned words – including “climate,” “affordable housing,” and “safe drinking water” — in research agreements being considered for federal funding would harm rural communities facing wildfires, drought, food insecurity, among other environmental agricultural challenges.
In the letter to USDA Secretary Brooke Rollins, the lawmakers emphasized, “The exclusion of these terms from consideration for funding opportunities demonstrates an intentional effort to hinder, distort, and improperly steer federal scientific work in the name of political expediency, and the American people deserve far better than that.”
The USDA has operated more than 600 research projects with a $1.7 billion budget. Banning terms like “runoff” or “soil pollution” from playing a role in funding these agricultural and environmental projects would stall opportunities to advance the agency’s core mission to carry out scientific work that bolsters lives, careers, and the overall wellbeing of communities across rural America. As Oregon’s climate changes, farmers are being exposed to emerging pest and disease threats, which could wipe out entire crops or even threaten human health. Climate change is a scientifically established threat to agricultural productivity, food security, and rural economies.
The lawmakers continued, “The American people deserve transparency and integrity from federal research agencies, not political interference and outright censorship. The farmers and ranchers who rely on sound science to navigate environmental and economic challenges should not have their livelihoods undercut by unscientific, bureaucratic gatekeeping. Critical research proposals to reduce pollution, increase irrigation efficiency, or address emerging pest and disease threats should not be denied solely because they used a word that Donald Trump does not like.”
Joining Wyden, the letter is cosigned in the Senate by Senators Tammy Baldwin, D-Wis., Tammy Duckworth, D-Ill., Martin Heinrich, D-N.M., Mazie Hirono, D-Hawai’i, Jeff Merkley, D-Ore., Peter Welch, D-Vt., and Tina Smith, D-Minn.

Pingree and her colleagues demand immediate answers clarifying the implications of this politically motivated censorship to the following questions no later than April 18, 2025:
Has the USDA conducted any review to determine whether this policy violates federal transparency laws, scientific integrity policies, or anti-discrimination statutes? If so, please share the documentation. If not, please explain why a review has not been done.
The USDA has confirmed the existence of the ARS memo that has been publicly reported. Please provide any other lists of key words that the USDA is using to evaluate federal agreements, contracts, grants, loans, and other programs.
For each list provided under question 2, please explain the purpose of each list, including any relevant laws, regulations, Executive Orders, or memoranda that the USDA is seeking to comply with.
What safeguards have you put in place to ensure that these restrictions do not lead to biased or politically motivated decision-making at the expense of merit, scientific integrity, and public welfare?
Have these restrictions resulted in the rejection of agreements that would have directly benefited farmers, food supply security, or rural economies? If so, what processes does the USDA have in place to allow for the appeal of decisions and evaluations made based off key word lists for federal agreements, contracts, grants, loans, or other programs? Provide an itemized list of all agreements under all impacted programs that were rejected because they included one or more of these banned terms, as outlined in the directive, as well as a full justification for each rejection.
In the case of the ARS banned word list, if an ongoing research agreement is focused on biofuels, for example, the ARS website lists 29 research projects containing the word biofuel.[3] Will funding for these projects be revoked? Will ongoing research be halted? Will USDA require projects to rephrase their contracts? If a project cannot be rephrased without using a banned word, will the contract be terminated?
What are the consequences for researchers or other agency employees who identify serious risks related to any of these banned terms, such as, for example, the expanded range of certain pests and diseases due to changing climate conditions, or nitrate contamination in the drinking water supply from fertilizer runoff?
Will research proposals and agreements to address these critical issues – and others that include banned terms – be considered under this policy?
If so, through what process are they getting around the banned terms list, and how is that decided? If not, how do you justify such negligence?
Are career scientists, policy experts, and agency staff being pressured to remove or avoid these terms in their work? If not, explain how USDA plans to enforce these restrictions. If so, how does that not constitute political coercion?
Does the USDA deny that climate change, pollution, and the accessibility of federal funding impact the safety and security of the American food supply? If so, provide your justification. If not, then why are these issues being censored?
Will you release all internal communications regarding the creation, justification, and enforcement of this policy to ensure full transparency? If so, when? If not, why?

Runoff (hydrology)
Runoff is the flow of water across the earth, and is a major component in the hydrological cycle. Runoff that flows over land before reaching a watercourse is referred to as surface runoff or overland flow. Once in a watercourse, runoff is referred to as streamflow, channel runoff, or river runoff. Urban runoff is surface runoff created by urbanization.
Background
The water cycle (or hydrologic cycle or hydrological cycle) is a biogeochemical cycle that involves the continuous change in form of water on, above and below the surface of the Earth across different reservoirs. The mass of water on Earth remains fairly constant over time.[2] However, the partitioning of the water into the major reservoirs of ice, fresh water, salt water and atmospheric water is variable and depends on climatic variables. The water moves from one reservoir to another, such as from river to ocean, or from the ocean to the atmosphere due to a variety of physical and chemical processes. The processes that drive these movements, or fluxes, are evaporation, transpiration, condensation, precipitation, sublimation, infiltration, surface runoff, and subsurface flow. In doing so, the water goes through different phases: liquid, solid (ice) and vapor. The ocean plays a key role in the water cycle as it is the source of 86% of global evaporation.[3]
The water cycle is driven by energy exchanges in the form of heat transfers between different phases. The energy released or absorbed during a phase change can result in temperature changes.[4] Heat is absorbed as water transitions from the liquid to the vapor phase through evaporation. This heat is also known as the latent heat of vaporization.[5] Conversely, when water condenses or melts from solid ice it releases energy and heat. On a global scale, water plays a critical role in transferring heat from the tropics to the poles via ocean circulation.[6]
The evaporative phase of the cycle also acts as a purification process by separating water molecules from salts and other particles that are present in its liquid phase.[7] The condensation phase in the atmosphere replenishes the land with freshwater. The flow of liquid water transports minerals across the globe. It also reshapes the geological features of the Earth, through processes of weathering, erosion, and deposition. The water cycle is also essential for the maintenance of most life and ecosystems on the planet.
Human actions are greatly affecting the water cycle. Activities such as deforestation, urbanization, and the extraction of groundwater are altering natural landscapes (land use changes) all have an effect on the water cycle.[8]: 1153 On top of this, climate change is leading to an intensification of the water cycle. Research has shown that global warming is causing shifts in precipitation patterns, increased frequency of extreme weather events, and changes in the timing and intensity of rainfall.[9]: 85 These water cycle changes affect ecosystems, water availability, agriculture, and human societies.
Surface runoff
Surface runoff (also known as overland flow or terrestrial runoff) is the unconfined flow of water over the ground surface, in contrast to channel runoff (or stream flow). It occurs when excess rainwater, stormwater, meltwater, or other sources, can no longer sufficiently rapidly infiltrate into the soil. This can occur when the soil is saturated by water to its full capacity, and the rain arrives more quickly than the soil can absorb it. Surface runoff often occurs because impervious areas (such as roofs and pavement) do not allow water to soak into the ground. Furthermore, runoff can occur either through natural or human-made processes.[10]
Surface runoff is a major component of the water cycle. It is the primary agent of soil erosion by water.[11][12] The land area producing runoff that drains to a common point is called a drainage basin.
Runoff that occurs on the ground surface before reaching a channel can be a nonpoint source of pollution, as it can carry human-made contaminants or natural forms of pollution (such as rotting leaves). Human-made contaminants in runoff include petroleum, pesticides, fertilizers and others.[13] Much agricultural pollution is exacerbated by surface runoff, leading to a number of downstream impacts, including nutrient pollution that causes eutrophication.
In addition to causing water erosion and pollution, surface runoff in urban areas is a primary cause of urban flooding, which can result in property damage, damp and mold in basements, and street flooding.
Urban runoff
Urban runoff is surface runoff of rainwater, landscape irrigation, and car washing[14] created by urbanization. Impervious surfaces (roads, parking lots and sidewalks) are constructed during land development. During rain, storms, and other precipitation events, these surfaces (built from materials such as asphalt and concrete), along with rooftops, carry polluted stormwater to storm drains, instead of allowing the water to percolate through soil.[15]
This causes lowering of the water table (because groundwater recharge is lessened) and flooding since the amount of water that remains on the surface is greater.[16][17] Most municipal storm sewer systems discharge untreated stormwater to streams, rivers, and bays. This excess water can also make its way into people’s properties through basement backups and seepage through building walls and floors. Urban runoff can be a major source of urban flooding and water pollution in urban communities worldwide.
Channel runoff
Streamflow, or channel runoff, is the flow of water in streams and other channels, and is a major element of the water cycle. It is one runoff component, the movement of water from the land to waterbodies, the other component being surface runoff. Water flowing in channels comes from surface runoff from adjacent hillslopes, from groundwater flow out of the ground, and from water discharged from pipes. The discharge of water flowing in a channel is measured using stream gauges or can be estimated by the Manning equation. The record of flow over time is called a hydrograph. Flooding occurs when the volume of water exceeds the capacity of the channel.
Model
A runoff models or rainfall-runoff model describes how rainfall is converted into runoff in a drainage basin (catchment area or watershed). More precisely, it produces a surface runoff hydrograph in response to a rainfall event, represented by and input as a hyetograph. Rainfall-runoff models need to be calibrated before they can be used.
A well known runoff model is the linear reservoir, but in practice it has limited applicability. The runoff model with a non-linear reservoir is more universally applicable, but still it holds only for catchments whose surface area is limited by the condition that the rainfall can be considered more or less uniformly distributed over the area. The maximum size of the watershed then depends on the rainfall characteristics of the region. When the study area is too large, it can be divided into sub-catchments and the various runoff hydrographs may be combined using flood routing techniques.
Curve number
The runoff curve number (also called a curve number or simply CN) is an empirical parameter used in hydrology for predicting direct runoff or infiltration from rainfall excess.[18] The curve number method was developed by the USDA Natural Resources Conservation Service, which was formerly called the Soil Conservation Service or SCS—the number is still popularly known as a “SCS runoff curve number” in the literature. The runoff curve number was developed from an empirical analysis of runoff from small catchments and hillslope plots monitored by the USDA. It is widely used and is an efficient method for determining the approximate amount of direct runoff from a rainfall event in a particular area.
